Ionisers

Desco Europe's Ionisers neutralise electrostatic charges on insulators and isolated (non-grounded) conductors to reduce the magnitude of electrostatic discharges (ESD) in the ESD Protected area (EPA). Point-of-use compresses gas ionisers, also known as ioniser guns, combat electrostatic attraction (ESA) by neutralising charges on surfaces and particles that otherwise cause contamination or visual defects on a product.

What does the standard say? 

Per IEC61340-5-1:2016, INTRODUCTION, "Necessary insulators in the environment cannot lose their electrostatic charge by attachment to ground. Ionization systems provide neutralization of charges on these necessary insulators (circuit board materials and some device packages are examples of necessary insulators)."
