Question Hello, my question is that raw (unpopulated) Circuit boards are ESD sensitive?

Answer No, we do not think that an unpopulated Circuit board would be ESD sensitive. To test for sure would require specialized equipment. However, it would be best practice to ground personnel when handling any item in the ESD protected area. The circuitry on the board could conceivably be damaged by a large enough ElectroStatic Discharge (ESD). An unpopulated Circuit board is an example of a process essential insulator, the board’s substrate, and isolated conductors, the circuitry. The only ESD control tool that we have to reduce electrostatic charges on insulators and isolated conductors is neutralization using ionizers.
